Independence Police are investigating a pattern connecting at least four business burglaries across Independence in which thieves used sledgehammers to chisel entry holes barely two feet wide through exterior brick and cinderblock walls. Targets: Rapid Fire Arcade (breached through ~10 inches of brick/concrete in the early-morning hours; cash and tools taken), Shoe Palace off 39th St. near Independence Mall (struck twice in September — Sept. 2 and Sept. 22; an estimated $7,000 in merchandise taken the second time), and Old School Collectibles off 40 Highway (Sept. 16; Pokémon cards taken, a sledgehammer left behind). IPD asks anyone with information to contact the department. Public safety Ongoing
Missouri State Highway Patrol's active missing-persons index still lists multiple Independence PD cases, including juvenile Sophie Brasington (14, last contact Sept. 18, 2026; may be experiencing mental-health challenges; poster issued) and adult cases such as Todd A. Evans, 58 (last contact Aug. 27, 2026). If you have information on any case, contact IPD at 816-325-7300. Public safety Ongoing

The City of Independence Water Department's Water Main Flushing Program (daily from 7 a.m. since Sept. 24) finished the northwest part of town at the end of last week and moves to the southwest part of town Oct. 5–16 starting Monday. Mineral deposits may discolor water temporarily; there are no bacterial concerns and water remains safe to use, but white/light clothing can stain — hold off on laundry in active sections. Decision: Council holds a full public hearing Monday, Oct. 5, 6 p.m. at Independence Municipal Commons on Case 25-200-05 — Special Use Permit, 11037 E. Winner Road, a request by Englewood Market to operate a convenience store with amended conditions (notice signed Sept. 18 by Community Development Director Tom Scannell). Why it matters: special use permits are the land-use decisions made one business at a time — amended conditions can change hours, parking, and alcohol-service context for that corridor, and Monday's hearing is the one chance for residents to go on the record before a vote. Decision: The Heritage Commission meets Tuesday, Oct. 6, 6 p.m., Independence Municipal Commons, 20201 E. Jackson Dr.; the agenda will be uploaded at least 24 hours in advance. Why it matters: with the $19.9M historic-sites GO bond on the Nov. 3 ballot (Bingham-Waggoner, Vaile Mansion, Truman Memorial Building, Old Fire Station One, 1827 Log Courthouse), the commission's pipeline of preservation decisions is the preview of how that money would be pointed. Decision: The Planning Commission meets Tuesday, Oct. 13 at Municipal Commons; why it matters: after the July town hall and the 180-day data-center/BESS moratorium, city officials are working code changes (The Examiner: Council hopes code changes will “deter… a slew of future building requests”) — and the Planning Commission is where zoning text and rezonings get their recommendation before Council. Also Oct. 13: ISD Board of Education regular meeting (agenda pending posting). Watch the city agendas page and the ISD board page. Decision On deck

City Manager Troy Anderson confirmed Sept. 28 the selection of Edward “Ed” Turner after a nationwide search that included a community open house; Turner rose to Major during 25 years at Independence PD before leading Grain Valley PD since 2023. He assumes the role Oct. 26. KSHB, KMBC, and KCTV5 have the transition coverage, including Grain Valley's now-open chief search. City government Police
KSHB 41's report (published Sept. 30, still the freshest city-government read): VIPER volunteers say insurance and access changes have pulled storm spotters from the field and cut them out of the emergency operations center; board member Justin Gann raised it at the Sept. 21 council meeting, following the 60-mph-wind storm that hit SantaCaliGon Days on Sept. 6. The city says the structure “operated as intended,” volunteer-policy review is citywide, and a new emergency manager joins next month. Worth watching whether the new manager reopens the volunteer question. City government Emergency prep
Thread from last week's taxpayer town hall at the Midwest Genealogy Center in Independence: Jackson County launched two searchable sites — JCGIS.Jacksongov.org/propertyinfo and JacksonMOcredit.Devnetwedge.com — where homeowners whose 2023/2024 assessments rose more than 15% can see their estimated credit, spread over three years. Roughly 200,000–250,000 county homeowners qualify; the credit is automatic for most, and the final number appears on the Nov. 1 property tax bill. City government Taxes

The ISD board meetings page lists nothing newer than the Sept. 8, 2026 packet, so there's no forward “what to watch” agenda this week. From that Sept. 8 cycle (already acted on): bids for middle-school classroom and kitchen renovations, the 2026–27 tax rate, and the $60M Series 2026A GO bonds following April voter approval. Press recap: Sen. Joe Nicola (R–Grain Valley) has prefiled a bill to halve ISD board terms — the longest in Missouri — to three years for members elected after Aug. 28, 2026. The district signaled no opposition; a similar amendment failed last session. ISD Jefferson City

Press (recent): Jackson County legislators Sean Smith and Venessa Huskey held a community forum on data centers and battery storage — the county has no classification framework at all — and has until mid-December to decide next regulatory steps. In Independence, the 180-day moratorium on new data-center/BESS applications (unanimous; does not touch Nebius or the pending Patmos application) runs into December while the city reviews code changes. General Obligation Bond Question No. 1 on the Nov. 3, 2026 ballot: $19.9 million for city-owned historic buildings — priority to the Bingham-Waggoner Estate, Vaile Mansion, Truman Memorial Building, Old Fire Station One and the 1827 Log Courthouse — repaid by a levy within 20 years, needing 57.14%. The 2025 bundled measure hit 55.42% and still failed. No-excuse in-person absentee voting opens Oct. 20. Elections

Ongoing: voters recalled Councilman John Perkins Sept. 1 (68%–32%; first council recall in city history) after his vote for the $150B Nebius data center and $6B+ in Chapter 100 breaks; he joins McCandless and Fears, ousted in April. The recall cost about $164,000, and the replacement election is expected to cost the same. A special election for the First District seat is up to Council to schedule — City Manager Troy Anderson has recommended a Feb. 2 primary and April 6 general to share costs with other jurisdictions; candidates pick up ballot packets via petition.
